Abstract:
The conference convened more than 100 participants in person and some 50 online — ministry and
parliamentary figures, academics, water-establishment staff, municipal leaders, NGOs, journalists, and
residents — around a single reframing: that water in Lebanon should be treated not merely as a resource to
be managed, but as a public good and a human right, and that the crisis is driven by institutional
fragmentation, weak accountability, and inequity as much as by climate or hydrology.
The programme ran in three sessions: (1) Water Governance Beyond Scarcity; (2) Water Under Fire — the
weaponization of water during the Israeli aggression; and (3) Governing Water for a Fairer Future.
