Abstract:
Water scarcity in the South has emerged as a critical driver of social tensions and institutional mistrust, rooted fundamentally in a non-revenue consumption crisis, where a very large share of users either does not pay or access water illegally.The roundtable further highlighted that the South’s water crisis is shaped more by structural governance and financing constraints than by absolute resource scarcity, with local authorities and the Governorate DRM office calling for localized municipal action plans, awareness-raising, and targeted enforcement to curb misuse.
